BAH Is Not a Flat Benefit. It Is a Location-Adjusted Rate Table.

Basic Allowance for Housing is a non-taxable monthly payment that compensates service members who live off base. The Office of the Secretary of Defense updates the rate table every January 1. The rate a service member receives depends on three variables: pay grade, dependency status (with or without dependents), and Military Housing Area (MHA).

DoD publishes roughly 300 MHAs. Each MHA is mapped to a primary installation and the surrounding rental market it represents. The published rate is designed to cover the median local rental cost for that MHA at each pay grade, based on an annual DoD rental survey.

BAH does not phase in or phase out with income. A service member either qualifies or does not. There is no partial rate based on actual rent paid.

The Three Inputs That Determine Your BAH Rate

Pay Grade. The military uses 25 enlisted and officer pay grades: E-1 through E-9, W-1 through W-5, and O-1 through O-10. BAH increases at each step. For FY 2025, a E-5 with dependents in the San Diego MHA receives $3,672 per month. An O-3 with dependents in the same MHA receives $4,266 per month.

Dependency Status. A service member with at least one qualifying dependent (spouse, biological child, or other qualifying dependent under IRS rules) receives the with-dependent rate. Without dependents, the lower without-dependent rate applies. The gap is not trivial. In the Washington, D.C. MHA for FY 2025, an E-6 with dependents receives $3,564 per month versus $2,814 without dependents. That difference is $750 per month, or $9,000 per year.

Military Housing Area. The MHA is assigned based on the service member's permanent duty station (PDS), not their home of record or current residence. Service members should confirm their MHA code through their installation's finance office or via the official MyArmyBenefits or MyNavyHR portals.

How to Read the DoD BAH Rate Table

The DoD publishes the BAH rate table at militaryonesource.mil and defensetravelmanagement.office. The table is structured with MHA names in rows and pay grades in columns. Each cell contains two dollar figures: the with-dependent monthly rate and the without-dependent monthly rate.

To find your rate:

  1. Identify your MHA by looking up your installation.
  2. Find your pay grade column.
  3. Read the with-dependent or without-dependent cell.
  4. Confirm the figure matches line 6 of your Leave and Earnings Statement.

The rate on your LES must match the published table exactly. Any discrepancy should be reported to your unit's finance officer immediately.

Worked Example 1: E-5 with Dependents, Fort Liberty MHA (North Carolina)

A Staff Sergeant (E-5) with a spouse and one child is assigned to Fort Liberty. The Fort Liberty MHA in FY 2025 publishes a with-dependent rate of $2,334 per month.

Monthly BAH: $2,334 Annual BAH: $2,334 x 12 = $28,008

Because BAH is non-taxable, the after-tax value is higher than the face amount. At a 22% marginal federal income tax rate, a taxable equivalent of $28,008 equals $28,008 / (1 - 0.22) = approximately $35,908 in gross taxable income. The service member receives the equivalent of a $35,908 salary component entirely tax-free.

Worked Example 2: O-3 Without Dependents, Joint Base Lewis-McChord MHA (Washington State)

A Captain (O-3) with no qualifying dependents is assigned to JBLM. The JBLM MHA in FY 2025 publishes a without-dependent rate of $2,823 per month.

Monthly BAH: $2,823 Annual BAH: $2,823 x 12 = $33,876

If the same officer marries and updates dependent status in the Defense Enrollment Eligibility Reporting System (DEERS) before the end of the month, the with-dependent rate for O-3 at JBLM is $3,441 per month. The annual gain is ($3,441 - $2,823) x 12 = $7,416 per year. Failing to update DEERS promptly forfeits that amount.

BAH Rate Protection: What Happens When Rates Drop

DoD applies a rate-protection rule. If a service member's BAH rate decreases from one fiscal year to the next due to a market correction, the service member retains the higher rate as long as their dependency status and PDS remain unchanged. This protection does not apply when a service member PCS moves, changes dependency status, or receives a promotion that would otherwise increase the rate anyway.

Rate protection means a service member in a market that softened in 2024 may be receiving a rate higher than the current published table. That is not an error on their LES. It is the protection rule functioning as designed.

MHA Boundaries Create Significant Rate Differences Between Adjacent Bases

Two installations in the same metro area can fall in different MHAs with materially different rates. Naval Station Mayport and Naval Air Station Jacksonville are both in the Jacksonville, Florida metro area. In FY 2025, an E-7 with dependents at NAS Jacksonville receives $2,202 per month. The same pay grade at a JBLM assignment receives $3,183 per month. The MHA boundary, not distance or cost of living alone, drives that $981 monthly gap.

Service members considering a voluntary PDS move should check MHA rates before accepting orders. The difference compounds over a 36-month tour to $35,316 in this example.

Using BAH Rates to Make a Buy vs. Rent Decision

BAH covers median local rental costs. It does not guarantee it covers a mortgage payment on a comparable property. Before using BAH to support a purchase, calculate the total monthly housing cost: principal, interest, property taxes, homeowner's insurance, and HOA fees if applicable.

A 30-year fixed mortgage at 6.85% on a $385,000 home with 5% down ($19,250) produces a principal and interest payment of approximately $2,445 per month. Add $320 in property taxes and $110 in homeowner's insurance and the total reaches $2,875 per month. If BAH is $2,334 (the Fort Liberty E-5 example), the service member pays $541 per month out of pocket above BAH. That is $6,492 per year in additional housing cost that does not appear in the BAH calculation.

Verify Your Rate Every January. Then Verify It Again After Any Life Change.

BAH errors are more common than finance offices acknowledge. Marriage, divorce, birth of a child, and PCS moves all trigger a rate change. Each event requires a DEERS update and a finance office notification. A service member who marries in March but does not update DEERS until August forfeits five months of the with-dependent differential.

Pull the current DoD BAH rate table each January. Compare it against your LES. If the numbers do not match, submit a pay inquiry through your unit S1 or finance officer immediately. DoD will correct verified errors retroactively, but the administrative process takes time. The earlier you catch a discrepancy, the faster the correction reaches your paycheck.
